ection 1. After one year from the ratification of thisarticle the manufacture, sale, or transportation of intoxicat-ing liquors within, the importation thereof into, or tke ex-portation thereof from the United States and all territorysubject to the jurisdiction thereof, for beverage purposes, ishereby prohibited. Section 2. The Congress and the several States shallhave concurrent power to enforce this article by appropriatelegislation. Section 3. This article shall be inoperative unless it shallhave been ratified as an amendment to the Constitution bythe Legislatures of the several States, as provided by theConstitution, within seven years from the date of the sub-mission hereof to the States by the Congress. 443
