SISITING newspaper men observed anamazing difference between Britishand French newspapers and those ofAmerica. Illustrative of this was onArmistice Day. At home an enterpris-ing newspaper man would have noti-4 —&3 fied President Wilson that armisticewas signed and ask what he had to say or was going todo about it. In England, King George or Lloyd George,or some other official George has first to make publicannouncement and then newspapers are privileged tospeak. It is, however, only a difference of method.English and French newspapers, notwithstanding theseshortcomings from an American viewpoint, are a mightypower abroad as well as in America.Our party also was struck with the smallness of Englishand French publications. Practically no advertisingappeared. With the exception of the great LondonTimes, in England, Scotland, Ireland and France dailieswere four pages. Usually The Times was ten or twelvepages, never more than fourteen. Paris editions of theNew York Herald consisted of only two pages Mondays,four pages on other days. Shortage of paper had muchto do with it, as Germany in peace times had manu-
