LAUSE ll. To declare war, grant letters of marqueand reprisal, and make rules concerning captures on landand water}; CLAUSE12. Toraise and supportarmies, but no appro-priation of money to that use shall be for a longer term thantwo years; CLAUSE 138. To provide and maintain a navy; CLAUSE 14. To make rules for the government andregulation of the la'u! and naval forces; CLAUSE 15. To provide for calling forth the militia toexecute the laws of the Union, suppress insurrections, andrepel invasions; CLAUSE 16. To provide for organizing, arming, anddisciplining the militia, and for governing such part of themas may be employed in the service of the United States,reserving to the States respectively the appointment of theofficers, and the authority of training the militia accoidingto the discipline prescribed by Congress; CLAUSE 17. To exercise exclusive legislation in allcases whatsoever over such district (not exceeding ten milessquare) as may, by cession of particular States, and theacceptance of Congress, become the seat of the governmentof the United States, and to exercise like authority over allplaces purchased by the consent of the Legislature of theState in which the same shall be, for the erection of forts,magazines, arsenals, dock-yards, and other needful build-ings; - And CLAUSE 18. To make all laws which shall be neces-sary and proper for carrying into execution the foregoingpowers, and all other powers vested by this Constitutionin the governmentof the United States, orin any department- or officer thereof. SECTION IX.—CLAUSE 1. The migration or impor-tation of such persons as any of the States now existingshall think proper to admit, shall not be prohibited by theCongress prior to the year one thousand eight hundred andeight, but a tax or duty may be imposed on such importation,not exceeding ten dollars for each person CLAUSE2 The privilege of the writ of habeas corpusshall not be suspended, unless when in cases of rebellion orinvasion the public safety may require it. CLAUSE3. No bill of attainder or ex-post-facto lawshall be passed. _ CLAusE4 No capitation or other direct tax shall belaid, unless in proportion to the census or enumeration here-inbefore directed to be taken. CLAUSE 5. No tax or duty shall be laid on articlesexported from any State.| CLAUSE 6. No preference shall be given by any regu- lation of commerce or revenue to the ports of one State over
