uras and Guatemala should each be given avote, as well as the nations of South America,great and small. Including the nations which arebound by vital interests to the United States, or,indeed, directly under our tutelage, we havemore votes in the League of Nations than anyother nation. How could we, in good faith, urgethat these nations be given a voice and deny avoice to such self-governing nations as Canada,New Zealand and the rest, which relativelyspeaking, made far more sacrifices in the warthan our own country? It is desirable that allcountries should have an opportunity to be heardin the League; and the safety of each nationresides in the fact that no action can be takenwithout the consent of all.
